PMPSL was formed in 2012 to accommodate demands from various provincial government agencies to provide contract project management services for large infrastructure projects in Canada. PMP’s key objectives and goals focus on providing a quality infrastructure that meets the needs of the communities and regions they’re constructed in.

These projects are much more than bricks and mortar. They’re legacy infrastructure projects that must maximize investment opportunities at all levels within the community and extend well beyond their usual 50-year lifespan. Tom Sparrow

Tom Sparrow

Tom was the Chief Project Officer for the $1.4B Royal Columbian Hospital Redevelopment Project overseeing the Design and Construction of Phase One plus the procurement stage for Phase 2 and 3. Tom was also the Chief Project Officer for the $606M North Island Hospitals Project that was completed in March of this year. Mr. Sparrow has a long history of success and experience working as the project lead for many Canadian federal and provincial government infrastructure projects including Project Director for the $303M Fort St. John Hospital and Peace Villa project, and Chief Project Officer for the $450M Iqaluit International Airport Improvement Project for Partnerships BC.

Mr. Sparrow provides Advisory Services to the Auditor General of Canada in addition to providing guidance and support to other Canadian Provincial and Territorial Agencies and private sector healthcare related companies. Tom is a member of the Douglas College Project Management Advisory Committee.

Mr. Sparrow is a Certified Project Manager (PMP), holds a MSc. Health Information Sciences from the University of Victoria and an MBA from Athabasca University. Tom has also been actively involved with the Project Management Institute and lectures at the University of Victoria and healthcare conferences throughout the world.
