PMPSL

Acting in the capacity as Project Director or Chief Project Officer, PMPSL will assist in validating processes & procedures and implementing the needs of your organization. PMPSL will assist with the management of the various contractors and consultants working on the project as well as all staff assigned to the project.

PMPSL will also assist project team members in collaborating with multiple internal and external stakeholders creating an understanding of issues and working towards informed, supported decisions related to the Project. PMPSL will work in accordance of your organization's internal procedures ensuring the key issues of cost; time; scope; and quality are realized.

Key project management advisor responsibilities include creating clear and attainable project objectives, building the project requirements, and managing the constraints of cost, time, scope, and quality. PMPSL and its approved sub-contractors will perform the Project Management Services to a standard, skill, and diligence exercised by persons working at a senior executive level within your organization.

PMPSL will be responsible for assisting with the development, design, and construction of your project as well as accomplishing the project objectives to be determined during the initial conceptual design phase of the project.

Project Management

Service Qualifications include but are not limited to: Design Build, Modified Design Build, Design Bid Build, Design Build Finance, Design-Build Partially Finance Maintain (PPP), Construction Managed.

PMPSL will provide project management advisory services and leadership regarding the Project. This includes developing the Project Working Groups and Processes, Project Management Team and the management of the external Consultant Team;

The concept paper or plan is the initial document used to define your project. It provides a summary of the approach taken to deliver the project and usually provides an outline of the governance structure to be adopted. Concepts including background information, strategic stakeholder alignment, project objectives and deliverables, healthcare service delivery models, master program, and physical scope are presented for approval.

The business case involves the development of a functional program and indicative design that includes enough detail to accurately assess the required capital investment.  PMPSL will ensure the project objectives correctly reflect the business case and are integrated into the Procurement and Implementation phases of the project and the final Project Agreement. This work provides the framework outlining project delivery methodology and funding, financing, construction and maintenance for the life of the facilities and operations. The report usually includes the Financial Model, Demand Modeling, Procurement Options, Market Sounding, and other key criteria associated with the creation and management of the facilities and operations from cradle to grave.

PMPSL will manage the development and implementation of the Request for Qualifications (RFQ) and Request for Proposals (RFP).  PMPSL will also ensure the project agreement is updated as required throughout the procurement stage of the Project in preparation for Financial Close.

PMPSL will assist with the management of Financial Close including the evaluation of the Technical and Financial Submissions; award and negotiation with the Preferred or Selected Proponent; and the final Project Agreement to be executed.

PMPSL will assist with the development and management of the Project Team including owner-employees and consultant team members throughout the procurement and implementation phase of the project. This includes a comprehensive consulting team consisting of compliance (architectural, engineering and quantity surveyors) team members; financial and legal consultants; clinical planners; service specific consultants such as food services, laundry, or soft FM specialists; and health authority representatives that will enable seamless interaction between the project and the health authority for the life of the project.

Ensure that design and construction meets the needs of the owner. This includes managing procurement and implementation budgets; external consultant contracts to ensure they are effectively maintained; managing the successful proponent or ProjectCo, managing internal and external team members in order to meet milestones and the project remains within the approved scope; and ensure the quality of outputs is successfully reached.

PMPSL responsibilities in the Project implementation phase include, but are not limited to assisting with the following:

  • A Framework of compliance monitoring functionalities (CMF) in business processes is defined.
  • Integrated systems and enabling technologies are clearly defined.
  • Systematic literature review and presentation of real-world business constraints for compliance based on evidence-based design.
  • A Systematic comparison with compliance patterns and monitoring of existing design applications using a quality assurance framework is outlined.
  • Review successful proponents project technical plans, including design specifications, regulatory enforcement, clinical flow, etc. as required;
  • Seek consultation and input from internal and external team members to ensure Project’s engagement and success;
  • Review and obtain approval of proposed modifications to project scope ensuring any cost impacts are identified and understood by your organization prior to implementation;
  • Facilitate meetings as required during the implementation/construction phase;
  • Ensure required quality assurance and control mechanisms and site inspection by the appropriate team members;
  • Communicate with the successful selected or preferred proponent regarding any issues and seek resolution communicating and obtaining approval for any material changes that may impact cost, time, scope, and quality;
  • Ensure: "substantial performance" of the contract to construct the facilities and operations, as defined in the Builders' Lien Act, has been achieved; an occupancy permit(s) has been issued for the facilities;
  • all licences and approvals required under all Applicable Laws
  • Complete a pre-occupancy review and either approve occupancy/substantial completion or identify conditions associated with any required deficiencies, repairs, improvements and/or modifications to be completed prior to occupancy approval and service commencement.

This work can be grouped into two interdependent activities:

  1. Transition & Operational Readiness
    1. Acute care program and services planning will ensure safe, quality, patient-centred care that meets the needs of cities and local communities. Building leadership teams and transitioning all staff and volunteers from existing facilities will be done in a way that respects their needs during the transition to create high-performing, unified teams that will create a new acute care culture throughout the country.
  2. Facility & Move Readiness
    1. The PPP Healthcare Proponents are responsible for the commissioning of the facilities to ensure clinical and non-clinical systems are fully functional. Planning and implementation of facility and base building system training, education, and orientation for all programs, including the creation of workflows as they related to base building systems and new equipment. This will be implemented in a way that helps ensure the best possible patient experience.

Clinical Transformation means preparing and implementing a sustainable operational plan that provides a comprehensive bundle of evidence-based, patient-focused acute care services and programs that when integrated supports local residents including the Elderly to maintain, regain, or improve their health status as well as providing an environment that will be a great place to work and learn for staff and volunteers.

Expected roles for Clinical Transformation includes supporting the various Clinical and Non-Clinical Teams with experts experienced in similar work, providing organizational tools, and achieving Key Milestones. In completion of the current state review in Phase II, we will identify the areas requiring the significant transformation in consultation with the Health Authority and support these areas accordingly.

PMPSL will provide a core team of Clinical Programmers, Change Management Experts, and Professional Project Managers that are capable of:

  1. Supporting the development of the Transition Operational Readiness Plan (TORP) through engagement and consultation with key Health authority stakeholders working within the financial constraints of the proposal.
  2. Supporting the Implementation of the TORP as required by the Health Authority during Phase III working within the financial constraints outlined in this proposal.

These legacy infrastructure projects form the pillars of our communities.

It is imperative that they embrace the needs of its community members and continue to serve them for generations to come. PMPSL will take a leadership role in meeting with all internal and external stakeholders and partners in order to address any issues arising throughout the many phases and stages of the project. This includes consultation and discussions with various community groups and leaders.

  • Offer project education sessions at schools and other educational institutions throughout the project catchment basin
  • Meet, educate, and discuss opportunities and build relationships with local First Nations groups
  • Work with local schools, institutions and government ministries to enhance and build on existing training and apprenticeship programs directly related to trades needed to fulfill the project needs
